WORKING GROUP 2 - SCHEME IMPLEMENTATION

CertifHy Working Group 2: Bridging the Gap Between Regulation and Real-World Implementation

About Working Group 2:

The CertifHy Working Group 2: Scheme Implementation plays a crucial role in ensuring the practical and user-friendly implementation of the CertifHy EU RFNBO Scheme.

Recognizing that a robust certification scheme requires continuous development to address evolving EU regulations, this group provides essential support to economic operators and stakeholders.

We focus on bridging the gap between regulatory requirements and real-world application by developing practical guidance, training materials, templates, tools, and systems for day-to-day implementation.

Key Objectives:

  • Ensure the CertifHy EU RFNBO Scheme remains practical and facilitate implementation.
  • Enhance the CertifHy user experience.
  • Collect feedback from scheme users (REX) to address practical implementation issues.

Activities

  • Identify and address members’ needs for a smooth certification journey, including further guidance documents, training materials, and templates.
  • Collect feedback on scheme revisions from the user perspective to ensure practical implementation issues are addressed.

Latest Progress

Working Group 2 has recently completed two major workstreams resulting in the publication of practical implementation guidance:

  1. Assessing the compliance of Power Purchase Agreements (PPAs)

  2. Calculating RFNBO share and GHG intensity in complex production systems

These guidance documents are available on the dedicated CertifHy guidance documentation webpage.

Access to these specific documents is restricted to Stakeholder Platform members, registered CertifHy EU RFNBO System users, and economic operators undergoing RFNBO precertification.

Current Workstreams

Following the publication of the latests guidance, the Working Group has opened several new streams of collaborative work:

Additional cases for “Calculating RFNBO share and GHG intensity in complex production systems”: Further real-life configurations are being analysed in order to expand the applicability of the methodology.

Handling of product attributes across processing steps (including cases such as the combination of electricity sourcing options and attribute allocation along the production chain)

Fit-for-purpose Proof of Sustainability (PoS) for RFNBOs and Low-Carbon Fuels (LCFs): Development of practical and workable documentation structures aligned with regulatory requirements.

In addition to this, further implementation questions may be added based on stakeholder feedback and regulatory developments.

Next Sessions:

To support practical collaboration, targeted Focus Sessions are organised for each workstream. Stakeholder Platform members may request to participate in the topics in which they wish to be actively involved.

Scheduled sessions:

Fit-for-purpose Proof of Sustainability (PoS) for RFNBOs and LCFs
• 10 March
• 12 May

Handling of product attributes across processing steps
• 27 March
• 30 April

Calculating RFNBO share and GHG intensity in complex production systems
• 9 April

In addition, the next full Working Group 2 session will take place on:
