WORKING GROUP 1 - SCHEMES RULES AND PROCEDURES

Shaping the Governance and Alignment of CertifHy Certification Schemes

About Working Group 1:

The CertifHy Working Group 1 (WG1) oversees the development and alignment of the CertifHy certification schemes. It ensures that all frameworks remain robust, compliant, and practical, in full alignment with EU legislation and certification requirements.

WG1 gathers experts from across the hydrogen and e-fuel value chain to discuss scheme architecture, governance, and consistency between CertifHy’s different scopes — including the EU RFNBO Voluntary Scheme, the NGC Scheme, and the upcoming Low-Carbon Scheme.

While Working Group 2 focuses on implementation, WG1 concentrates on the rules and governance that underpin those activities.

Key Objectives:

  • Maintain and ensure compliance of existing schemes:

Oversee and advise on updates to the CertifHy EU RFNBO and NGC Schemes to ensure they remain compliant, fit-for-purpose, and consistent with evolving EU requirements.

  • Contribute to the development of the Low-Carbon Scheme:

Provide feedback and recommendations on the draft CertifHy Low-Carbon Scheme prepared by the CertifHy team, ensuring its alignment with the forthcoming EU Delegated Act on low-carbon hydrogen and e-fuels.

  • Support coherence across CertifHy schemes:

Offer input on terminology, procedural rules, and documentation updates to help CertifHy maintain a consistent certification framework as new schemes and related materials are developed.

  • Inform the Steering Committee:

Channel stakeholder feedback and consultation results into CertifHy’s recommendations to the Steering Committee for decisions on scheme updates and future developments.

Latest Progress (Autumn 2025)

Following the recognition of the EU RFNBO Voluntary Scheme, WG1 will meet in November 2025 to:

  • Review the first draft of the Low-Carbon Scheme, developed by CertifHy in anticipation of the forthcoming EU Delegated Act.
  • Consult on WG2 guidance documents on Power Purchase Agreements (PPAs) and Complex Production Systems to ensure consistency between operational guidance and scheme rules.

Meeting Frequency:

2-4 meetings per year.
