Working Group 1: Schemes Rules and Procedures
Shaping the Governance and Alignment of CertifHy Certification Schemes
About Working Group 1
The CertifHy Working Group 1 (WG1) oversees the development, governance, and alignment of the CertifHy EU Voluntary Scheme and related certification frameworks. It ensures all schemes remain robust, compliant, practical, and fully aligned with EU legislation and certification requirements.
WG1 brings together experts from across the hydrogen and e-fuel value chain to address scheme architecture, governance, and consistency between scopes — including the RFNBO scope and Low-Carbon scope of the CertifHy EU Voluntary Scheme, as well as the NGC Scheme. While Working Group 2 focuses on implementation, WG1 concentrates on the foundational rules and governance that support effective certification.
Key Objectives
- Maintain and Ensure Compliance of Existing Schemes
Oversee and advise on updates to the RFNBO scope of the CertifHy EU Voluntary Scheme and the NGC Scheme. This keeps them compliant, fit-for-purpose, and consistent with evolving EU requirements. - Contribute to the Development of the Low-Carbon Scope
Provide expert feedback and recommendations on the evolving draft for the Low-Carbon scope of the CertifHy EU Voluntary Scheme. This ensures strong alignment with the EU Delegated Act on low-carbon hydrogen and e-fuels. - Support Coherence Across CertifHy Schemes
Offer input on terminology, procedural rules, and documentation updates. This maintains a consistent, unified certification framework as the scheme evolves with new scopes and materials. - Inform the Steering Committee
Channel stakeholder feedback and consultation results into recommendations for the Steering Committee, supporting informed decisions on scheme updates and future developments.
Latest Progress
WG1 is actively reviewing inputs and supporting the development of the Low-Carbon scope of the CertifHy EU Voluntary Scheme in collaboration with CertifHy experts. The group examines technical elements, scheme architecture, regulatory alignment with EU requirements, and consistency across all CertifHy frameworks. WG1 also reviews related guidance documents to ensure seamless coherence between operational guidance and core scheme rules.
